To identify the social order of the US S R with "state capi talism" of the American, Italian or German type is to ignore the m ain question of the social order, namely, the property and to open the doors wide to false and d angerous conclusions. On this question there can be for us no ambi character, guities and no compromises. By means of the state apparatus, the Stalinist bureaucracy liquidated the p arty, soviet and trade-union democracy not only in essence but also in form. The regime of p erso n al dic tatorship has been fully tr ansmitted from the Communist Party of the Soviet Union to all the Communist Parties of the capi talist countries.
