This was completely outside domestic affairs, which required consultation with the ministers. There was a card game played by children in those days consisting of two sets of cards each of which was marked by an army symbol with ranking. The card of the general beats that of the colonel, but is beaten by the battle flag, which in turn is beaten by the sublieutenant, who holds the flag. There was no card for the generalissimo, as such a card would have made the game meaningless. Hirohito was in such a position, and so it is impossible to say that he was not responsible.
Though I had no interest in the Boy Scouts, I once dreamed of a better place than my school. Walking from my home in Ohkubo southward, I would find an elementary school on the left side of the road near Shinjuku. Whenever I walked by it, I fancied that I would receive a better education there from modern-minded teachers. In this case I was actually seeing the building, but in the other case, the matter was completely in my imagination.

The other was half ceremonial. A ceremony commemorating something important, which all pupils and teachers attended, would be held in the morning.
